According to information provided by medical examiner Michael Francis, the child was indeed wearing a life jacket at the time of the incident. However, an essential element of the equipment was not properly fixed. The strap between the legs had not been attached, which would have allowed the child to slide inside the vest.
The medical examiner explained that this bad fixation had placed the boy in a dangerous position underwater. He called the circumstances a “particularly unusual accident,” pointing to the exceptional nature of the drama.
